Revert all-access patch

Summary (a quick, 2-3 sentence summary):
Re-allow all-access wires to be used.

Benefits (How this will benefit the server and game as a whole):
Survivors stand a better chance.
Much more leeway to try and do stuff.
QoL improvement.

Details (Description of how you think this would work, the benefits, etc):
Survivors are HORRIBLY NERFED with this. It'll be literally impossible to play Survivor on LV since you can't get any welding helmets and/or it will make it so it'll be HARD AS HELL to acquire anything.
Reverting would provide with a chance to actually play, enjoy and probably SURVIVE for survivors, but not only! As this wiring was used for several vendors like nanomeds and such to let marines try and get some heals.
Idk, I just can't see the point and like this suggestion, I'd put more words on it, but be more selective in dummying out the vendors affected or survivors will literally not be playable anymore at this rate. (No guns, no tools, no armor, no anything).

+1. Terrible change. In a pinch, it should be entirely possible to circumvent the ID reqs on vendors via hacking.

I mean, if you want to take away useful things that the MT's can do, I guess I can find more ways to kill THE ENTIRE SULACO, but I'm pretty sure that's not the design intent for MT's.

+ 1 In addition to survivors being nerfed, it also makes the nanomeds on the colony completely useless without being able to be accessed by the marines on the ground. Not only that, if all hell breaks loose on the Sulaco and the doctors are dead or AWOL, you can't access the nanomed yourself by hacking it to repair your wounds.
This kind of immersion-breaking restriction really kills the sense of realism/usefulness you should have as an engineer or maintenance technician.
