Helmets.

Summary (a quick, 2-3 sentence summary):
Make helmets not fall off when they break.
Benefits (How this will benefit the server and game as a whole):
It could possibly reduce the prevalence of hugcapping a bit.
Details (Description of how you think this would work, the benefits, etc):
Helmets would not fall off when broken by huggers.
Implementation (Optional, if you have an idea how to implement it):

It's just a way to immediately show that your helmet no longer protects you. We'll hopefully eventually move away from this entirely, but not right now. Denied for now.
