Give ERT teams stun baton access

Summary (a quick, 2-3 sentence summary): While I can't speak for ALL of the ERTs (as I'm unsure regarding PMCs), currently those that spawn with a stun baton such as the mercenary team are unable to use it. They lack the MP access required to pick up their baton without being stunned themselves. Obviously this is something that needs adjusting.

Benefits (How this will benefit the server and game as a whole):
Continuity.

Details (Description of how you think this would work, the benefits, etc):

Implementation (Optional, if you have an idea how to implement it): Either add the access to their IDs or just remove it from their spawn. Whichever works.

There is no reason for a dutch team have a Stun baton, because marines just can't be hostiles for mercenaries and shit

Only the PMC squad should actually have stun batons, since they need to obey the CL orders, and sometimes the liason can be antagging with admin permission, a stun baton could help to kidnapp the CO, for example.

-1, and +1 if you fix it to actually REMOVE the stun baton from ERT's, except PMC's

I think anyone who isn't the PMC, that still spawns with a baton, should be reported in the bug section instead. Please and thanks.
