Faster Fully-equipped Marines

Remove the movement speed penalties on marine's wearing armor and on two-handing the following marine weapons: M4A3 Shotgun, M4A1 Pulse Rifle MK2 + Variants, and other marine, non-specialist small arms.

This will benefit CM by making marines feel like more than weighed-down slugs who toil for the amusement of the fickle gods. It makes offensive tactics more rewarding, as well as simply make it easier to move around in all situations such as moving from marine prep to requisitions, and then from requisitions to briefing, from briefing to the hangar etc.

Accompanying this is to maybe tweak a number of xeno caste speeds up a bit, so as to discourage marines from running off on their own to chase down xenos to kill them.

I've also made this a public thread where others can give their input and reply to this, rather than say PMing the developers directly and scheduling meetings over IRC, keeping everyone else out of the loop.

Implement it by tweaking a few variables. Something so small and insignificant you don't even have to make a changelog for it.

It was only implemented the day before, after lengthy discussion. We are looking at how it functions, and will adjust from there. Denied.
