Suggestion Title: Shift Transition
Summary (a quick, 2-3 sentence summary):
Basically allow the staff to file staff transitions that give pop-ups for staff members that didn't look at them yet.
Benefits (How this will benefit the server and game as a whole):
In essence, the staff transition system will enable for staff to file their observations of a round they had to leave, or a shift they pulled, and mark down the most pressing issues for other staff members to look at. This way, we can single out trouble makers, and keep an extra eye on them for a time period. This way, we can possibly be ahead of issues before they cause too much issues.
Though if a staff member has not read a certain or several transitions it pops up in red upon joining: "THERE ARE --- UNREAD SHIFT TRANSITIONS" or something.

Global staff verb in Server will about do it, with the name as "Transition(s)" or something.

We already have player Notes and Admin Memos for this.
