Bug Description:
IBs spawn without satchels, except for the leader.
Steps to reproduce:
1.IB is chosen as the ERT.
2.IBs have no satchels, and therefore no ammo and no vodka.
3.No vodka.
4. Sober IBs with no ammo.

Confirmed, i cried vodka-less tears when i didnt get a satchel.
