Revert the Marine Speed Nerf

Reverts cancerous, unnecessary and poorly thought out marine nerf that has had unintended consequences for the marine meta and made the game significantly less fun.

At the moment the marine meta is, exactly as I have foreseen/predicted, trending towards dual wielding SMGs, snapping up all the gyros and not wearing armour because that's where the mechanical incentives are; I can only assume the devs weren't intending for the marines to devolve into Matrix memes.

Beyond that the speed nerf was totally unnecessary in terms of gameplay; what 'problem' did this fix exactly? Shotguns being able to utilize their core run and gun assault niche that made them actually competitive with assault rifles? Orientating mechanics around 'realism' rather than verisimilitude and gameplay is a terrible idea, and if we're going to do that, there's plenty that should be changed (and largely for the worst).

We're still looking at the changes made and adjusting them as necessary. Reverting is unlikely to happen. This is denied.
