Bug Description:Surgery seems to now fail since the Ice colony update at random times. It'll fail individual steps, despite the patient being under anasthetic, undamaged, and on an operating table.
Steps to reproduce:
1.Be a doctor.
2.Perform surgery in medbay
3.Cry as it takes longer then usual thanks to fails.

This is complete rnjesus and happens on LV as well during sulaco surgery

This is a known issue and has been in for a while, luckily we have the exact string to track it down. Finding out why it's fucking up and what it was trying to prevent is probably going to be a lot of fun, however

Unsure if its the same issue but had an issue yesterday night where the laser scalpel would instantly fail for no reason while on ice colony but couldn't repeat it (wasn't really going to talk about it until I could repeat it) and it was fixed when I swapped to a regular scalpel.

That is intentional for the laser scalpel to work like that. Well I've encountered this bug before several times to be fair during surgery, even with the patient under heavy pain or not. Depending upon the situation had to actually pull out painkillers and apply them to the patient to proceed with surgery after a few attempts where starting with the incision would fail each time; especially considering they were unconscious with anesthetics alone not being enough to proceed on the surgery table. Did check the monitor as well to see if the patient was under before beginning, then double checked when the first failure happened in the past.
Incidentally believe it's around phantom pain somewhat going with the description of their state in the opening post, alongside several other cases I've observed before and even after surgery to cryo treatments. if I had to guess it's somewhere around there from personal experience with these unusual cases, up to curing it ICly with some quick diagnosis checks to reduce what could be ailing them to the cause.
