Cargo Train Affected By Driver Speed Modifiers

Bug Description:

Whenever the cargo train driver's speed would be reduced, so is the cargo train he is driving. The cargo train appears to use the move speed of the driver for some insane reason.

Steps to reproduce:
1. Drive cargo train
2. Apply speed penalty (wearing armor)
3. Gaze and be amazed as it inexplicably applies to the movespeed of the cargo train.

Applies to wielding a gun too. And, I assume, hyperzine addicts can make it got even faster.

Dammit, you weren't supposed to mention that until a month without official acknowledgement so I could see how fast they'd respond after I then state how it might benefit marines instead of purely hinder and antagonize them.

The fact that cargo trains inherit the driver's speed instead of having a set speed seems completely wacky and clearly unexpected

We'll have to see what happened here, probably. It should go at a set speed. What speed, shouldn't be too hard to tune
