Moderators will no longer needlessly bump the suggestions forum causing otherwise good suggestions to be punched down into the depths of the 17+ pages it currently has, it also stops them from needlessly racking up a high postcount

Actually, since I do run through the forums a lot, I am the only moderator than can move topics to resolved suggestions/bugs. I cannot lock them due to the fact it is up to the DEVS and Apop on whether to accept some of them. I would move duplicates but they have to be locked first.
The reason everything has been bumped up is actually intended to clear out those suggestions by bring them to the front for final verdicts. Or they are duplicates/already implemented and are really just awaiting a lock.
But as far as the suggestion goes, it doesn't do a lot of good for mods to be able to lock and move topics. It has a few uses but they are so far and few between due to the requirement for a suggestion to be accepted/denied/resolved.

It still makes zero sense to bump a lot of topics for no reason, I'd personally suggest notifying the correct people about moving/locking a topic in slack or trough other means as you are currently just pushing down other otherwise good suggestions, but that's just my two cents.

By moving the suggestions up, and having already notified some people, it makes it easier to just run through in one go. It also brings up community involvement back to topics in case anyone else wishes to say anything about these old topics. Mods can notify me or another another dev to move suggestions. Moderators have no real way to know what is resolved and what isn't, and this ability was discussed and ultimately was found to be undesirable. They can, however, post what topics can be locked, which I usually go through and move.
