[Xeno] Tiers and Evolution Control

Summary (a quick, 2-3 sentence summary): Give the Queen the ability to lock down Tier 2 and Tier 3 and / or give only certain xenos the ability to evolve.

Benefits (How this will benefit the server and game as a whole): Stops xenos that do nothing and AFK in hive then evolve, taking up a T2 slot or even a T3 slot, from evolving as Queen will now reward people who actually follow orders. Gives an actual gameplay mechanic for Queens to be able to keep people in line instead of just ahelping everytime people don't follow orders (see: 80% of the time). Don't follow orders or do anything productive? You can stay a T1 for the rest of the round.

Details (Description of how you think this would work, the benefits, etc): Read above. Gameplay mechanic instead of admins enforcing the Queens rule and actually gives incentives for Xenos to follow orders / do their job instead of AFKing till they get a higher tier to murder things with.

Implementation (Optional, if you have an idea how to implement it): Coding.

This has been suggested a million times and nothing got done.And it's a gooooooooood idea but again, nothing got done.

+1 and stuff but nothing will happen until we get some dev input and information about how long it would take to implement this

no way -1

because we're going to have incompetent queens who try to micromanage and do nothing but piss all the xenos off OOC, sort of like those queens who turn off slash during a fight and declare you must infect, then xenos complain and die in droves, then they turn it right back on

they might make very bad choices that prevent things such as crushers, boilers, etc

also how would the queen even know which xenos are afking? I've seen them do it away from the hive area far away from evertyhing plenty of times just to prevent the queen or other xenos getting on their ass

If queens were whitelisted I wouldn't mind because they'd be 99% competent, but right now its only around 50% and I don't want the win/lose ratio to be altered from something that shouldn't be a problem. Queens should be the smartest of the xenos OOC and IC-wise.
