RO's cap has no sprite

Bug Description:
The Requisitions officers cap has no sprite on the ice colony near LZ 2

Steps to reproduce:
1.Go west of LZ 2 to the RO's locker.
2.Open locker.
3.See that the sprite for the cap is not there for the hand.
