Summary (a quick, 2-3 sentence summary):Going into water extingunishes you, or rolling in water has 100% extingunish chance
Benefits (How this will benefit the server and game as a whole):Make water tiles less than just a liabilty
Details (Description of how you think this would work, the benefits, etc):Make water extingunish fires so aliens and marines with dumb teammates dont get burnt so bad, give water tiles a use besides slowing down
Also mayby make flamethrower and incin bullets useless in it (if they arent)
Implementation (Optional, if you have an idea how to implement it):I dunno but goons done that somehow

Well i dont know what flammers use, but if its anything particularly nasty, even water would have a hard time extinguishing the flame. But scince it is extinguished by rolling around, I dont know.

The flamers are using napalm as the igniting agent, napalm can't be extinguished with water as it's a highly flammable gel, just like oil. This is why you don't use water to extinguish a grease fire, the grease is simply less dense than the water and the water isn't a proper neutralizing agent on a molecular level. Since the grease is less dense, the water is simply filling in some gaps of the molecular lattice, but this will simply cause he grease to float to the top. Napalm is also very sticky, and there's a reason it was banned under International Law (just like HITs, which combusts upon contact with the air, watch the Walking Dead S1E5, they go into detail about HITs do, and there's a scene that demonstrates their destructive power) on civilians. It's too destructive and there's nothing that can be used to counter it except with a CO2 or dry chemical extinguisher.
From an IRL perspective this would be simply too dangerous, as the napalm fire would boil the water surrounding you and cause your skin to blister. You'd pass out if this somehow even extinguished the fire.
From a gameplay persoective, ehhh... I like it. +1

well, in a place where you can just roll on grass (some other places too but mostly grass) to extingunish burning napalm, it doesnt sound dumb right

As was already pointed out, napalm cannot be extinguished with water. It also cannot be extinguished through stop drop and roll since it does not feed off of the oxygen around it, it feeds off the oxygen it creates itself. It basically just burns until it goes out or a special chemical is applied to it. Denied.
