Cat Ban/ Pinata man styled ban

Summary (a quick, 2-3 sentence summary): Adds a new low sentence ban that forces players to play as a standard and as an alt species that can be FF'ed without breaking rules or marine law in some circumstances and has less stun resistance.

Benefits (How this will benefit the server and game as a whole): Allows minor rule breakers to still play while still punishing them

Details (Description of how you think this would work, the benefits, etc): Pinata men; do not actually look like pinatas but are a humanoid that is known to eat non organic items such as ammo, flares, and mines. Upon(non hugger) Death they may explode, tossing their insides out giving supplies to fellow marines. They are also somewhat stupid and all bald and hairless, and rude in many cases, leading to frequent friendly fire incidents. Inspired by hippie station cat bans that spawn bad players as a cat for one to several rounds that are allowed to be freekilled without any worry oncesover

-Possibly make them burst faster so it is fair for xenos as well since the extra ammo may make them unfairly marine sided in terms of loot

Implementation (Optional, if you have an idea how to implement it): Species selection is in many space station 13 ports so it should not too hard to implment spawning as a secondary species
