What my friend said. Gum would not be given to military personnel just so they can be badass, that's a giant middle finger as to why they're serving. That would also be a hinderance to soldiers' performance while on the field, and while we're on the subject, it's not a good idea to run while chewing gum, that's a recipe for choking and you'd inadvertently slow yourself down because it's physically impossible for a human to multitask.

It's a minor thing, but I don't see a huge reason for it at the moment. Maybe in the future we can add a few more fluff foodstuffs. Denied for now.
