And I think that a long-term solution would be to prevent empty dropships from flying up, possibly by requiring the queen to stay at the controls. This could be accomplished by requiring another "button push" by the queen after the dropship has entered bluespace, otherwise <insert failure result>.
EDIT: I don't know which Z-Level you end up on if you jump out of the dropship on its way to the Sulaco, so this solution might not be robust enough.

We've had a few discussions about this and decided not to add it to the official rules.
