Summary (a quick, 2-3 sentence summary): As any good hunter knows, they prep their stands for any outcome. They put food, water, and even medicine there out of reach of wildlife and so they can sit in one spot for hours on end. This buff serves to emulate that.
Benefits (How this will benefit the server and game as a whole): It makes the Marksman sniper more appealing to the discerning specialist who think they can get away without FFing at all (if you're taking a sniper rifle, you should not be able to FF with mouse-1 discipline.). It'd also bring appeal to the thermal tarp which no one takes despite how cool it looks in play.
Details (Description of how you think this would work, the benefits, etc): Add a system where the longer you stay in it, the tarp scans for wounds and administers the correct and /proper/ amount of drugs into your system to ensure you stay alive long enough for a medic to get you medivac'd for broken bones. It'd mainly benefit the marines and their specialists though. Say you have, I dunno, 60 brute damage to your limbs, the tarp's circuitry would read it and administer no more than 30u Tricordrazine to heal those wounds. IT WOULD NOT WORK FOR BROKEN BONES, ONLY SUPERFICIAL DAMAGE THAT CAN BE HEALED BY ANY SQUAD MEDIC!
Implementation (Optional, if you have an idea how to implement it): I am not a *jazz hands* wizard, so I wouldn't know where to start with it.

Seems...unrealistic, even for our time, but smartcotton is a thing elsewhere, and honestly I could see it fitting...
Though I personally just think we should be able to shoot from tarps without having to work off bugs like currently..

Nope. This would make it a mobile healing bag and make medics/stasis bags probably useless.
