Rasp Boarding Atmos Fix

Summary (a quick, 2-3 sentence summary):
  • Add to the rules that the Xenos have to seal up the Rasputin when they're going to board the Sulaco with it.
  • Alternatively, create a system of automated metal foam grenades exploding around the Rasputin when it crashes into the Sulaco.
Benefits (How this will benefit the server and game as a whole):
Less salt over Xenos leaving the Rasp open to space so they can trigger the Emergency Airlocks.

Details (Description of how you think this would work, the benefits, etc):
Tack on some code allowing a number of metal foam grenade explosions around the Rasputin after or during it crashes.

Implementation (Optional, if you have an idea how to implement it):
New addition to the rules or coding.

Rasputin does not always cause a breach when it lands. If it does cause a breach when it lands, it's IC and should be handled as such. Originally the breaching happened regardless, and it was toned down. This is denied.
