Add Chemistry to the Job-specific rules

Summary (a quick, 2-3 sentence summary): Under "ALL CREW AND MARINES" add the line, "Only Doctors, Researchers and the CMO can create chemical substances."

Benefits (How this will benefit the server and game as a whole): Clears up the rules around Chem usage and Medics

Details (Description of how you think this would work, the benefits, etc): As above. Makes it clearer for players. I've recently been informed that Medics cannot create drugs despite having access to do so and what I assumed was reasonable knowledge of their creation (It's a machine, you press buttons and it does all the work for you).

Medic ID can no longer (by default) access the Chem Machine. If they are promoted or grab a CMO ID during an emergency, using the chem dispenser is allowed.
