Broken/Under repair APC's in amrour storage

Summary (a quick, 2-3 sentence summary): Add some broken down or under repair Armored patrol cars in armor storage just on the port side of the hangar.

Benefits (How this will benefit the server and game as a whole): Adds some RP flavor.

Details (Description of how you think this would work, the benefits, etc): Add some broken APC's in armor storage, like the old one we had in the Sulaco's Maint.

Implementation (Optional, if you have an idea how to implement it): Mapping and spriting.

To be honnest; I would prefer not on the current map.

There's various reasons, but one is that the sprite would look odd.
