Carrier hugger count doesn't update on upgrade

Bug Description:
When you upgrade, the maximum hugger count remains the same until you throw a hugger. It's not just the displayed number, you can't even fill to the increased one.

Steps to reproduce:
1. Upgrade as carrier.
2. Storable hugger count is not updated until you throw one.

EDIT: It was like this even before the Almayer and hugger update.

This is intended. It literally gives you a message "You have to throw a hugger for your storage to update."

More like, the coder didn't know how to fix it so they added the message.

Yeah, if this isn't too much trouble to fix it would be nice. I assumed it would be too difficult, thus "the message".
