The basic idea is that snipers will be able to scout, harass, and report enemy movement. Alternatively, help in defense under siege. generally the sniper dies before they can counter a boiler, and there's not much recon being done with their scope. So providing a role dedicated to information gathering first and foremost, would help with communicating a better picture of the battlefield for command staff, who already have the hardest jobs. Some rounds command staff just don't get the information they need to provide decent instruction. Sniper class could help alleviate that.

I'm unsure what the sniper's damage numbers are like, but if you feel that too many snipers would break the balance, maybe just adjust the damage? The primary idea behind this role is being an information gatherer and communication with command and SL's first. Supporting combat role second. Sniper's should have a gillie suit that hides you from aliens sight, but only if you aren't moving. not sure how that would work on the ship, or if you can have it disabled while on the ship, but that's my idea. I apologize if this comes off as UNGA DUNGA, MUHREEN BUFF WEN!?
EDIT: For addition emphasis on information gathering, since SL's are the only ones on the ground who commune with command currently, provide a headset that can report their information to command.
