No sendbag refunds when dismantling barricade

Bug Description:
So, Oleg 'Lucky' Akimov made a huge discovery, that entrenching tool can dismantle barricades. BUT, for some reason, you won't get sandbags back. Weird, yeah?

Steps to reproduce:
1. Make sandbag barricade.
2. Dismantle sandbag barricade with entrenching tool.
3. WHERE MAH SANDY BAGGIES?!
