PMC radio bug

Bug Description:
After arriving to Almayer, PMCs can't use PMC squad radio channel.


Steps to reproduce:
1. Spawn in as PMC.
2. Be able to talk on PMC squad channel when shuttle is stationary and when it's flying.
3. After arrival on ALmayer find out that you have access to all channels except yours.

Please, fix this, it's kinda inconvenient to use command channel to coordinate team, esspeccially if PMCs are not quite friendly to marines.
