Rewording Marine Law

Summary (a quick, 2-3 sentence summary): So far MPs have been affecting the rounds WAYYY too much then they should be, removing peri, arresting SLs for having their gun out etc etc, so a little re-wording of Marine law might solve a few issues.

Benefits (How this will benefit the server and game as a whole): Stop the salt related to MP and not make rounds based entirely on them fucking up/squads fucking up and affecting pretty much the whole round.

Details (Description of how you think this would work, the benefits, etc):

Improper operation or conduct with a weapon you are authorized with during green or blue alert. This includes walking around with weapons un-holstered or discharging weapons during non-emergencies. - Change this to, "Improper Operation or conduct with a weapon you are authorized with during green or blue alert this includes discharging your weapon in a non-combat environment" making it so MPs cant arrest someone for just having your gun out (like when your putting attachments on it)

Distribution of combat stimulants or addictive substances without authorization from the CMO and Acting Commander. Includes space drugs, which are never authorized to be distributed. instead of Distribution of medical compounds (including combat stimulants) without authorization from the CMO and Acting Commander. Includes space drugs, which are never authorized to be distributed.

Implementation (Optional, if you have an idea how to implement it): Editing the wiki and editing the marine law books.

Technically MP Buff was a Marine Nerf, but I agree. Literally doctors aren't allowed to have IMS if the CMP is being a jerk. +1
