Summary (a quick, 2-3 sentence summary): consider combining MTs and CTs into a single general-purpose shipcrew role
Benefits (How this will benefit the server and game as a whole): now the whole breadth of the possibilities that being an MT or a CT offers is open to the player. bored at cargo? go check up on the generators. bored with checking power? go check on cargo. offers improved flexibility for solving shipboard problems, as this jack of all trades crew type can engage in supply or engineering duties as needed. any updates to how cargo or engineering function now essentially benefit both roles, now that theyve been combined into one.
Details (Description of how you think this would work, the benefits, etc): people complain frequently of there not being enough to do for these roles, that the jobs are too simple, etc. the new role, perhaps you could call them ship techs, crew techs, i dont know, essentially serves two masters - the CE yelling at them to do power/repairs stuff and the RO yelling at them to help with cargo stuff. if theres no RO or CE they get yelled at by everyone else to fill in and do what they can
if future updates cause significant increases to the complexity of engineering or cargo that they again need more than 1 person watching the operations, you can re-split the jobs
Implementation (Optional, if you have an idea how to implement it): just combine them into one jobtype and adjust their ids/the permissions on the relevant doors.

Holy shit, I was thinking the same thing.
I wasn't sure about making a suggestion, but it seems I wasn't alone in the idea. Combining two roles into a single more streamlined role will make it a lot easier on the marines by providing crew with a wider skill-set rather than staff that are only specialized in a single job, meaning that shortages of staff will have a lesser effect.
We can still have our RO and CE, but for the most part all those that used to serve under them could become a combined role that listens to BOTH of them, and can adjust on the fly as needed.

I only have experience as a CT or RO but what do MTs even do throughout the round? can't imagine there's much to fix up or do until the xenos board

Denied.
We break up roles for the purpose of sorting roles into clearly defined responsibilities. It is also unrealistic for a ship to just have crew that are divided into departments or sectors.
If we did this, we would basically have normal SS13 Assistants running around.
