Bug Description: Hack an equipment vendor, and sometimes instead of there being two sets of M39 AP mags and two sets of M4A3 AP mags, there will only be one set of each.

Steps to reproduce:
1. Hack equipment vendor
2. Watch as it only has half the contraband inventory it should

This is not a bug, their amount increase and decrease with population, like non-contraband items do.
