Cannot Lower Alert When Self Destruct Is Canceled

Bug Description: You cannot lower the Almayer's alert level if the Self Destruct was activated, then cancelled. However this occurred when ARES deactivated the Self Destruct, so I don't know if it won't work if someone just deactivates it manually.


Steps to reproduce:
1. Raise to Red Alert, set self Destruct
2. As ARES, shut down the Self Destruct
3. Attempt to lower alert level via comms console.
