You can do audible emotes while unconcious

Bug Description:
As the title says, you can do audible emotes while unconcious, dunno if this is a bug but it seems kinda silly that while a doctor is doing surgery on you, you can clap and salute at him.

Steps to reproduce:
1. Get knocked unconcious/anesthetics
2. *clap/*scream/*salute
3. Spam this for your own amusement while a doctor is performing surgery on you

That doesn't stop it from having to be fixed and bumped, it's not amusing when my patients are screaming on surgery table while they are under sleep.

Being able to salute while unconscious is what separates the Private from the Private First Class. The screaming is just PTSD from space 'nam simulations.
