Bug Description: APC in CIC has no wire under it
Steps to reproduce:
1. Realise APC is not charging
2. Realise that power is up and running
3. Crowbar floor under APC and the one south of it.
4. South tile has wire which leads to APC tile, but APC tile has no wire so you need to add wire manually.
APC in CIC is not connected to grid.
