M39 Holster rig isn't really a belt

Bug Description:
Well, on the m39 holster rig's description it says it's a belt but you can't put pouches on their slot while wearing one

Steps to reproduce:
1.Acquire m39 holster rig on cargo
2.put it in belt slot
3.try to put a pouch on your pockets

The M39 holster rig worked earlier when I tried it.

Some holster code was changed in the last bugfix update (scabbard, m39 holster, etc, are now proper storage items). This is a bug, you should be able to put pouches on a m39 holster.
