Cannot use welderpack for incinerator canister

Bug Description:
Incinerator canister accepts fuel refilling from a fueltank, but not from a welderpack (which is basically the same fuel).

Steps to reproduce:
1. Have an incinerator canister completely empty.
2. Try to refill canister with a welderpack.
3. Nothing happens.

No you can't refuel flamethrower canisters at a fuel tank.
