upper engineering lobby door access

Bug Description:
Not really sure if this is a bug or just a slight mistake. Upper engineering lobby doors to get INTO the lobby are only accessible by people with engineering access. Unless I have a different idea of what a lobby is, I would imagine it was inteded to be open for everyone

Steps to reproduce:
1.Try to go into upper engineering lobby as Medical role/standard/Cargo role/ survivor
2. Cannot open doors
3.Cry
