Crew Transfer Auto Vote

Summary (a quick, 2-3 sentence summary):
An automatic vote by the server to ICly end the round if no admins are on, and the round is being dragged on by aliens or marines.

Benefits (How this will benefit the server and game as a whole):
It will allow less rounds of aliens running around in space while horribly outnumbered with no chance to win, or give marines a way to ICly escape the Sulaco if no admins are available to send the shuttle/HIT.

Details (Description of how you think this would work, the benefits, etc):
After two in game hours, and automatic Crew Transfer is called. The crew transfer will be voted upon. Crew Transfer length can be longer than an emergency shuttle to allow either one side or the other to finally push and attack, or remain the same for ease of coding. If the vote is denied, it would be re-issued after 45 minutes or longer, in case the round does not pick up pace as all the voters thought.

Implementation (Optional, if you have an idea how to implement it):
Coding. I am unsure how though.

As I have stated before when this is brought up , it would be hard to have a vote on a certain time as rounds vary in length which is the problem.

I do however like the idea of a vote but maybe not based on time of round.

Well, the vote is only triggered by time, if the game is still going strong at two hours, the majority will vote to keep it. I think this seems good, although I'm still pretty new and have not yet encountered this.

Not even one ghots will vote keep it, -1 to this suggestion, dead people always vote crew transfer, its' the regular course of this game.

Neutral, i am not really sure how will this work, i see a lot of issues (see gabol post, its annoying people tend to vote this option ALWAYS)
But however, nobody wants to also search 2 hours for a single runner and make it never end...

Idea:

2 Possible solutions:

1. Admin satellites in locations around the Nostromo in space, that will kill any thing that gets near them.

2. Space deals LOTS of damage.
