Give MP's forensic scanners

Summary (a quick, 2-3 sentence summary):

MP's already have mostly nothing to do after round start. When crimes do occur you could add more depth to the MP's job by giving them forensic scanners allowing them to actually process crime scenes.

Benefits (How this will benefit the server and game as a whole):

Would add more depth to the MP's job.

Details (Description of how you think this would work, the benefits, etc):

Use the forensic scanner from baystation, MP's can use it to analyze blood/DNA, Fibers, and fingerprints on objects. Returns the results in the chat window.

Implementation (Optional, if you have an idea how to implement it):

Either have MP's spawn with it or have it spawn in the equipment lockers for MP's.

Seriously, we can find out what killed the guy, but we need to also find out WHO DID IT, so i 100% for forensic scanners

Definitly in the alpha, we'll see about getting one into the current build.
