Marine Law Flaw

Bug Description:
It's less of a bug than a general problem. On our wiki, theft and robbery are allowed under marine law.

Steps to reproduce:
1. Follow this link wiki/Marine_Law
2. Cry because baldies are stealing your shit and there's nothing MP can do.
I'm stressing way too hard about what to put here, so I'm just gonna leave it blank.... or....

Just inform Apoph or SAS and have the Rule added to marine law.

Add-

Unauthorized weaponry, damn LO's end up more geared than a full squad. Over doing their actual job.. Commander needs to be the only one with capability of opening the armory.

Commander and Squad Leaders. LOs just need to be removed, their job is what the SLs should be doing in the first place, I.E. ensuring each squad has a healthy composition and enough soldiers, engineers and medics.

Not a bad idea. I'll add theft, but unauthorized gear/weapons is already in our rules.

I need to adjust the "Assault with a deadly weapon" law, anyway.
