Give Shuttle consoles required access

Summary (a quick, 2-3 sentence summary): I have seen survivors hacking onto the marine shuttles early and sending them to the Sulaco therefore getting to the Sulaco before briefing is even finished.

Benefits (How this will benefit the server and game as a whole): It will make survivors less metagamey they already know everything about Xenos

Details (Description of how you think this would work, the benefits, etc): Survivors are using the shuttles to get to the Sulaco early

Implementation (Optional, if you have an idea how to implement it): Make it like the communcations console where you need required access (Marine access) to send, This also could stop LOs and MPs from boarding the Nostromo also.

+1 MP thing was one thing, I had never seen a Survivor come to the Sulaco until today.

+1 I can't tell you how annoying it is to see a survivor show up in front of a marine briefing and pretty much break the immersion of the whole "search and rescue" aspect of the game.

If you see a survivor do this, ban them.

We've tried putting access on the shuttles before, it causes issues for marines as well as aliens.
