Add Space Cleaner Wall Dispensers

Per subject. Add these dispensers to various places that are likely to get dirty, or feature cleaning personnel; Janitor's office, Medbay, Cloning, Morgue, Hangar Bays.

Benefits (How this will benefit the server and game as a whole):

Allows crew and janitors to keep things clean efficiently, reduces lag from decal overload, conserves on precious chem dispenser charge.

Minor coding and mapping changes; you can use the Virus Food and Sulfuric Acid wall dispensers as a base.

I definitely would love to see this.
Janitor will not be an option in the Alpha, however, having simple simple space cleaner around the ship should (I hope) encourage marines and staff to casually clean their area when given the time.
