Marines Breaking Into EVERYTHING
CM Version (alpha or Regular):Both
Summary (a quick, 2-3 sentence summary):A rule to be added restricting marines OOCly from breaking and entering Sulaco facilities for flimsy reasons.
Benefits (How this will benefit the server and game as a whole): Sulaco Medics will be able to do their jobs replacing limbs, fixing organs, and cloning without Field Medics constantly shooting in their windows and taking over the entire medical facility from the Sulaco Doctors. Requisitions officers won't have to CONSTANTLY fear impatient marines shooting in windows in order to get to window attatchments. Researchers will no longer have to fear marines wanting grenades shooting in research to get access to the chem dispenser. These are all things that happen almost every single round, most importantly regarding the medical facilities.
Details (Description of how you think this would work, the benefits, etc): By adding a strong rule restricting marines OOCly from breaking in to Sulaco facilities, players would be heavily dissuaded from participating in behavior that disrupts game-play negatively for Sulaco ship crew. More times than I can count field medics have taken over the medical bay and basically put up martial law. If the Sulaco doctors try to make the marines leave, either MPs get involved, or the marines bully the medics with threats of gun violence, particularly in the form of bullets to the head.
Implementation (Optional, if you have an idea how to implement it): Implement the rule and enforce it based on the severity of the offense. If it was a simple break-in, a verbal warning would do. Repeated offenses leading to harsher punishments. If a marine forces his way in and winds up killing a Sulaco staff that refuses to let them take over his or her facilities, a much harsher punishment can be done.
In light of the reply below this post, I will also add on the alpha server people break into the specialist room all the time to steal the plastic explosives and frag grenades. The rule would also help prevent incidents like this. HOWEVER, I do agree that under circumstances such as low or no medical staff, no Requisitions Officer, or no Specialist (never happens), that they may need to break in depending on the scenario, but in times of peace on the Sulaco if any of this happens, just go to a friggen' bridge officer or above and get your ID changed like a NORMAL PERSON.

I've never had issues with marines taking over the Medbay as CMO personally (and except for two games as CE and Squad Engineer, I have only ever played CMO during the alpha), though I wouldn't mind some stringent rules against unwanted intrusions.

The issue I have with this is that medical and engineering staff seem to drop out of the game quickly. Either they get too stressed (why would you choose medical for that) or get bored (the result of engineering). If marines are banned from breaking in, how will they treat their dying comrades with no active staff?

Like I said, circumstances such as missing staff would be one of those deals that would permit it. Do what a normal, sane person would do. Request from an officer to be granted medical access, or switch from field medic to Sulaco Medic. This seems more of a report... Rather than a suggestion... This is happening often, and not even MP can tame the troublemakers.

It's because of the fact that it's happening often that this is a suggestion as opposed to a report. It cannot be controlled by the MPs and so many people are doing it that if the staff did start banning people for it right away without passing this suggestion and informing the player-base first, we'd probably lose a good 5-10 players I feel.

In my time of being RO some people have gotten hasty for attachments and broke into my work space.
They couldn't access the machine for the parts but I was furious with them ingame and had to repair the glass and grille.
Needless to say they did not receive their attachments for such offense.

Be happy the marines didn't get furious you didn't give them attatchments, murderbone you, and then use your ID to get them. If marines are breaking your windows that's because they don't trust you to do your job. And most of the times they're right; In your perfect world, doctors will perform their jobs perfectly and efficiently and dispense the much-needed chemicals upon request; in our server, doctors will fail to use the advanced scanner and will blow up chemistry when trying to make tricordrazine.
Heck, I'd have no trouble leaving an infected marine by Medbay if I knew for sure I wouldn't have to babysit the doctor to make sure he isn't a complete fucktard who will amputate the marine's legs instead removing his embryo. Yes, that happened to me in the past.
And, in all honesty, the brig is literally across the hallway from medbay. If you can't radio MPs to get marines in order, then they're probably right in not trusting you with their comrades' lives.

If you would permaban a player, you owe it to him to look into his logs and hear his side of the story. And if you cannot bear to do that, then perhaps the player does not deserve to be banned.

If that's your argument, then start holding Medics OOC responsible for their actions including leaving early-round. In order to become a medic you have to set it in your preferences. If you leave early in the game or show incredible amounts of incompetence you should be temporarily job-banned from the Sulaco Medic position. If they're interested in becoming a medic again they can practice FIELD MEDICINE first. Honestly not enough people in the server are held accountable for their actions anyways.
Marines log out when they don't get specialist. Doctors leave when they get bored before the epic wave of bodies hit. Players need to be held accountable for things like this, but it's not an excuse for marines to tear down glass barriers and completely overtake places of work for Sulaco officials.

And so admins will do MPs' jobs for them now, is it? Why stop there? Start banning for theft and insubordination as well. this is already enforced, although there is a vary fine line between what is allowed and disallowed and as such, some staff may get confused

The issue isn't THAT they're breaking into places. It's that so many people are doing it every single round that MPs cannot contain it because it always leads to a riot. It's become the 'norm'. Like it's expected from all marines, when it should be.

I have noticed that Medic marines have access to medbay so whoever is breaking shit isn't even medic.
Also has a CE in a round I saw a marine putting C4 because they thought there was an alien there.

How about this in addition:
Automate attachment distribution.
Add access levels to chem dispensers (which has the added benefit of griefers not blowing them and everything around them to shit, like the precious, completely irreplaceable cryotubes, or using kill chems/potassium explosives on the marines).
