Annoying Admin Debug Log.

Colonial Marines Version: Both

Bug Description:
Once you enable Debug logs for first time. You can't disable, instead you must disable it manually every round. You know you have not done this before.

Steps to reproduce:
1. Enable toggle-debug-log-messages for first time.
2. Disable it.
3. New Round
4. It's automatically enabled.
