Bug Description:
Moderators do not have access to the toggle OOC verb. I realize it's not really a bug, but was asked to post it here anyway. We also can not see USMC emergency messages.
Steps to reproduce:
1. Submit an application to become a moderator.
2. Cry to SASoperative.
3. Be a moderator.
