Bug Description:
Can't make reinforced walls. Can only reinforce girders.
Steps to reproduce:
1. Use metal to make girders
2. Use plasteel on steel girders to reinforce them
3. Use again, will only reinforce and not allow you to complete it.
Cannot create reinforced walls.
