[Alpha] Xenos Buckling Marines to Chairs

Make aliens unable to buckle people into chairs.

I think this would improve immersion, and remove a really stupid trick that aliens really enjoy using.

Make aliens unable to buckle marines into chairs when fighting. I've had at this point five separate xenos buckle me into chairs mid fight so that I can't do anything until I work out why I suddenly stopped moving. I mean this could be a legit way to fight, but it seems massively illogical from a lore standpoint. A xeno with claws somehow manipulating human seat-belts and their tiny buckles.

Secondary Minor Suggestion: Add pens to the custom load-out list for jobs that might want to write something down. Or alternatively have a pen spawn on the ear-slot of marines by default.

Pretty sure this is considered meta and a punishable offense, but I agree it shouldn't be doable at all. +1.

it would be fine if it was just every now and then, i mean its funny to see them pull weird shit from time to time just for the lulz, but if it becomes routine its not just abuse, but its boring, its a sad thing when a joke is ruined.
