Summary (a quick, 2-3 sentence summary): It should take the queen some time of standing still and not doing anything else in order to initiate moving the shuttle or drop pod. My suggestion would be to go with something like 30 seconds or at least as long as it takes to fix a broken floodlight.
Benefits (How this will benefit the server and game as a whole): It will stop some of the situations where xenomorphs just keep riding the shuttle back and forth, stealing one or two marines at a time and dragging the round on and on and on.

What about the marines? Both sides tend to Shuttle Ping Pong depending on who's favor it is in.

Leaning towards -1, the marines do roughly the same thing. If you're going to impose this on the aliens, do the same to the marines.

As it was said already, not everyone has access to the console, secondly, to my limited experience, the launch cancelling button does not work but I'm not completely sure on that.
