Bug Description: When a distress beacon is sent now nobody can even join the pool, clicking on the join response team verb does not give the you have joined the response team anymore leading to nothing happening.
Steps to reproduce:
1.Call distress beacon
2.Try and join response team
3.fails every time
Distress beacon broke AGAIN.

The RNG is broken for it. Even when it does work it only spawns in 1-2 people.

Yea this is still an issue it was better with the first come first serve imo.
