Bug Description: Administrators/mods can not use Dsay


Steps to reproduce:
1. Attempt to Dsay
2. Fail horribly
3. Question why you can not Dsay now

So far, they only got to the point where you can't Dsay while being unconsious.

I noticed this while I was trial staff but never got around to saying it. For moderators if you are unconscious in game you lose the ability to use Msay. Would make it a real issue when you are playing a round and suddenly you get a bunch of ahelps when you go under.

Negative. I was unable to speak in Dsay period before my vacation
