Bypassing The Hangar Block.

Bug Description:

You are able to bypass the hangar Anti-build designated area by doing either one of these things:

Method One:
Steps to reproduce:
1. Build a girder on a area where you can build.
2. Displace the girder.
3. Move it to an area in the hangar which normally can't be built on.
4. Wrench the girder.
5. Profit.


Method Two:
Steps to reproduce:
1. Open the build menu in a area you can normally build on.
2. Move onto the Hangar area which you shouldn't be able to build on.
3. Keep the build menu open.
4. Begin building in the hangar.
5. Profit.

These methods should in-theory be the right steps to re-create them, but you shouldn't be doing it if you are currently.

I believe these are the only two that currently can work and should really not be able to be done.

This also applies to plasteel barricades, by the way. You get a warning if you build it directly in the hangar but you can bypass this by using Method Two currently.

I believe these bugs were left in place until the code is changed to turn on building being allowed once queen uses the console.

Either way if the bypass's aren't meant to be there this will hopefully fix that, and if they are meant to be there the Hangar block should be lifted from the code.
