Pretty sure it's intentional since its a local channel rather then a global one.

It is maddening the double comms traffic constantly since the headset has both regular and unkn intercept channels

This is intentional, when Apop had us testing Comms he didn't want the Common channels to communicate from the Planet and the Sulaco.
