You can make one. It is, in fact, recommended to make one with the console screen you are given.

I know you can make one, but to make one (Correctly) you have to ask the CE, CMO, ask for some wires and a screwdriver too

Take the toolbox in Medical Storage, and cables are no sweat for the CMO to get.

If you lack the skills or effort as a researcher to make your own autolathe, I would say you don't deserve to be working in research.
