New Research System Circuit Imprinter/Protolathe Discrepancy

Bug Description: With the new research system in place, entering the protolathe menu gives you options from the circuit imprinter, AKA circuit boards. The same is true vice versa, but if you use the circuit imprinter's menu to create items, you can make items that usually require silver without actually having the silver. I don't think this applies for items needing gold, plasma, uranium, etc.

Steps to reproduce:
1. Enter the research console.
2. Select either the protolathe or circuit imprinter menu.
3. See that they share a list of items, and the circuit imprinter doesn't need silver for items that require silver.
